I'm sure that there is a perfectly nonsensical answer, couched in the most splendid bureaucratic metaphors, for the questions that I am about to pose.  Ready?

Why does our federal government have two aircraft carriers docked in Norfolk one week after the biggest natural disaster has hit the East Coast just miles up the coast from Norfolk?  Why are these floating, electricity providing, fresh water reservoirs tied to the dock when they each have berths that could accommodate five thousand citizens?

Is there not one person in this pathetic excuse for a government who could bring an obvious solution to the suffering of many in NY and NJ?  People are freezing in the dark while assets like these magnificent ships sit doing routine maintenance.  This isn't rocket science or a problem for the ages.

Bureaucrats, get off your butts!
