Trey Gowdy asked Asst. Secretary of State for Diplomatic Security Gregory Starr if Libya had any government to coordinate with for security in Benghazi. STARR said "NO."

Gowdy pointed out that the current ARB report, in two different instances, stressed that Ambassador Stevens was the primary voice on the ground for security needs in Benghazi, and Stevens had made those urgent requests for more security directly to the State Department.

Gowdy asked Starr, "What was our policy in Libya that overcame the 'trip wires' [the dire conditions and demands that engage action] for providing security in Benghazi?" STARR said, "I can't answer that."

We can. There was no local government with which to coordinate and provide security, and Obama and Hillary – tasked with that responsibility and policy – were determined not to provide it themselves at the expense of the Americans at risk. It was so important to their political ambitions that any request for security to officials under their supervision was "asking for the SUN, the MOON, and the STARS – exactly the State Department response Nordstrom got to his final request for help.
