It summarily targeted police as racist, assassinated some, attacked others physically and verbally, intimidated them away from the neighborhoods that needed them most, and emboldened the criminals. 

Due to the onslaught and targeting – political and physical – police have been intimidated from proactive crime control in many major urban areas and can only react when there is already a victim. As a result, the highest spike in homicide rates in two decades is sweeping the country, especially in cities with the largest black populations: 

Baltimore's was the highest in its history. 

Milwaukee had a 72% increase, highest in a decade. 

Cleveland's increased 90% from 2014. 

Nashville was 83% higher. 

Washington DC was 54% higher. 

Minneapolis was 61% higher. 

In Chicago where pedestrian stops were down 90%, shootings were up 80%. 

Police officers killed more than doubled in the first three months of 2016. 

Officers are 18.5 times more likely to be killed by a black than vice versa. 

Justice Dept. data showed that black officers had a higher incidence than other officers of shooting black suspects based on threat perception – 3.3 times higher in one report, destroying the BLM narrative of rampant racism. 

It is called the "Ferguson Effect" – confirmed by FBI Director James Comey – as a result of the violent activism of Ferguson MO after the Michael Brown shooting. (In fact, I still see the "Hands Up" slogan on the sign of a local Portsmouth church that seems to be part of this problem.) 

Sadly, there was no news, outrage, or Al Sharpton appearances when 6- and 9-year old children were killed in Ferguson MO black communities in 2015 as BLM was focused on police headquarters. Black children under the age of ten were also murdered in Baltimore, Cleveland, and Chicago. 

No one talks about the grim facts that black males between 14 and 17 years of age commit homicides at ten times the rate of white and Hispanic teens combined. Blacks of all ages commit homicides at eight times the rate of whites and Hispanics, and eleven times the rate of whites alone. Yet blacks are only 13% of the national population.  

Liberals protest that enforcement should mirror population data. But while blacks are only 23% of the NYC population, they commit 75% of all shootings, 70% of all robberies, and 66% of all violent crime.

Add Hispanic shootings and you have 98% of all illegal gunfire in the city. Invariably, when police are called to these crime scenes, it is in minority neighborhoods searching for minority suspects. Racial quotas do not work when lives are in jeopardy. 

Tragically, the law-abiding blacks want the police presence and protection, but the BLM agitators – with endorsements from the Obama administration and encouragement from media and black activists – are driving them away from proactive involvement in the neighborhoods that need it most.

Meanwhile, few dare to address the collapse of black culture that is the greatest killer of blacks across America. And it will continue to spiral out of control until we elect leaders of integrity to restore law, order, civility, security, and honesty to the issue.
