Will Light Rail in Virginia Beach Bring More Crime?

Virginia Beach has proudly boasted, according to the FBI, the lowest crime rate for a city of its size. With the possibility of a light rail extension from Newtown Road to the Oceanfront, will that honor be relinquished?

Who should be responsible for law enforcement at rail stations and on the vehicle itself? Local police, HRT, or a special transit police?
Will light rail offer mobility to regional gangs and expand their areas of influence?
What preventative measures should be considered during the planning phases? What do think?

Under Norfolk's Starter Line plan, HRT security will be on trains.
Currently on buses a driver can summon police just by pressing on a touchpad. I would expect LRT to be the same.
BALTIMORE -- Baltimore County police continued their search Tuesday for two men who kidnapped two teens from a light rail station, sexually assaulted one of them and dumped them in Baltimore city.
