VB Mayor violates City Code
Sessoms unlawfully alters rules for addressing city council
At the final budget hearing, Mayor Will Sessoms willfully and capriciously shortened the public presentation allocation period to two minutes per speaker.

According to the Virginia Beach City Code
Sec. 2-41. Addressing council.
Time limits for speakers addressing the city council at its meetings shall be in accordance with a written policy of the city council. Such policy shall be included on the city's internet web site, posted outside of the city council chambers, and published in the city council agenda for each regular meeting.

This was not the case. Interesting, since this drastic infringement of free speech, the City staff is quietly trying to do damage control. The city web page which addresses council presentations presents an error page stating
"We are sorry, but this page has encountered an error. A notification has been sent to the City of Virginia Beach Web Team. Please feel free to contact the City’s Public Information Office at 311 or 385-3111 or via Online Assistance , 24 hours a day if you need additional assistance.
We apologize for this inconvenience."
Perhaps the budget vote should challenged since the rules of procedure were violated. Any lawyers out there have an opinion?

From Home Page, select City Clerk from the "City Departments" dropdown menu on the very top left of the page.
On the left hand side of the City Clerk's page you will see a category called "Agenda and Document Archives." The third item is "View Council Session." Click on that.
You're now on the "View Current Session" page. Click on the link that says "eStream" and you are now on the eStram page. Select the 5/11 Formal sesson on the left hand side menu, and the viewer should come up.

There is a problem that you may be able to address and hopefully solve. If you own a MAC and many in this City do, you cannot fast forward a video clip while viewing any council session. Lets say your only interested in viewing a particular segment of an informal or formal session. Its is just not achievable. MAC users would not have that problem in other Cities Please try Alexandria or Arlington or just about anywhere. This flaw has appeared to exist for many years.. Would appreciate your help on this...Thank you
